NFL Adds Student Voting to LD Resolutions

Update to the Update: 

All student votes will be counted and a decision will be made. The outcome of that decision is worth .25 of the FINAL outcome.

All the school votes are counted and a decision will be made. The outcome of that decision is worth .75 of the FINAL outcome. 

Updated: I received confirmation that it is the case that each vote a student makes will be counted individually. This means that 3 student votes is worth the same as a school vote.  

You do not have to participate in LD to vote for the LD resolutions.

In an email from the NFL this morning: 

NEW! Student Vote
The Board of Directors voted unanimously at its Spring meeting to allow student members to vote on proposed debate topics where a vote is held to determine the topic debated. The League has created a weighted system of counting the votes where the coach vote is worth 75% and the student vote is worth 25%. Only current students are eligible to vote. Students must be registered users of the League's website in order to vote. Students may sign up for a free account by visiting www.nationalforensiceleague.org and clicking the orange "Become a Member" button in the upper left corner of the home page.

My first reaction was that this rule seems fine. If votes are counted by school, and it's just the case that each school has a "split" vote.

My second reaction is that the email doesn't indicate that this is how votes will be counted. Could it be the case that any student that is an NFL member will be able to vote for the LD resolution? Even if they don't participate in LD? 

Will schools with huge memberships be able to pack the ballot box?
